■ Overview of the Selected Project

The project will study the feasibility of an integrated infrastructure in Kazakhstan combining:

• Radioactive waste treatment
• Interim storage
• Digital management

According to METI’s announcement, the project’s basic policy is to “combine European technology with Japanese companies’ equipment and digital technology to build a safe and sustainable infrastructure model.”

By fusing the AI, IoT, digital platform, and equipment technologies held by Japanese companies with European nuclear engineering technology, Muroo Systems aims to build a next-generation radioactive waste management system.

■ Germany’s NUKEM to Lead Nuclear Engineering

NUKEM Technologies Engineering Services GmbH (Karlstein, Germany), a core company of the Muroo Systems Group, will be responsible for technical implementation.

Since its founding in 1960, NUKEM has participated in projects around the world for more than 60 years in fields including:

• Decommissioning of nuclear facilities
• Radioactive waste management
• Spent fuel management
• Radiation protection
• Nuclear facility engineering
• Owner’s engineering

In this feasibility study, NUKEM will apply its European nuclear engineering technology, design expertise, and international project experience to conduct technical studies on an infrastructure model integrating radioactive waste treatment, interim storage, and digital management.

Muroo Systems will be responsible for integrating Japanese digital technologies, project management, and coordination with Japanese partners, driving the development of a new business model that fuses European and Japanese technologies.

■ Deepening Cooperation with Kazakhstan

The Muroo Systems Group has been expanding cooperation in the energy and nuclear fields in Central Asia in recent years. In September 2025, NUKEM Technologies Engineering Services GmbH signed a memorandum of understanding (MoU) on a strategic partnership with the Atomic Energy Agency of the Republic of Kazakhstan.

In addition, in conjunction with the “Central Asia + Japan” Summit held in Tokyo in December 2025, Muroo Systems signed an MoU with Kazakhstan’s National Nuclear Center (NNC) on cooperation in spent fuel and radioactive waste management.

Building on the trust established through this cooperation, the feasibility study will examine concrete business opportunities for upgrading radioactive waste management infrastructure in Kazakhstan.

■ Advancing the Fusion of “Energy × Digital × Nuclear Technology”

In recent years, investment in the nuclear backend sector—including new nuclear power plant construction, long-term operation of existing facilities, decommissioning, and radioactive waste management—has been expanding worldwide.

At the same time, advances in AI and digital technology are rapidly driving progress in infrastructure management sophistication, digital twins, remote monitoring, and predictive maintenance.

Leveraging its unique strength of combining “European nuclear engineering technology × Japanese digital technology,” the Muroo Systems Group aims to build next-generation nuclear infrastructure that is safe, efficient, and sustainable.

■ Future Outlook

Through this feasibility study, Muroo Systems will examine a business model for upgrading radioactive waste management in Kazakhstan, while also aiming to build a new overseas expansion model through collaboration between Japanese companies and European technology.

Muroo Systems will continue to promote international cooperation in the energy, nuclear, and digital infrastructure fields across Central Asia and other Global South regions, contributing to the development of sustainable social infrastructure.
