Ministry of Energy of the Kyrgyz Republic Signs Investment Agreement for Chong Kemin Hydropower Development

On September 9, 2024, Muroosystems Corporation (Main office: Tokyo, President and CEO Mr. Pan Zhongxin) signed an investment agreement with the Ministry of Energy of the Kyrgyz Republic regarding the development of the Chon-Kemin Hydropower Project. The signing ceremony was at the Ministry of Economy, Trade and Industry of Japan, under the witness of the Minister of Economy, Trade and Industry Mr. Ken Saito, where the formal procedures were completed.

On the same day, Minister Saito had a meeting with the Minister of Energy of the Kyrgyz Republic Mr. Ibraev Taalaybek, exchanging views on bilateral cooperation in the fields of economy and energy. Following the meeting, an intergovernmental memorandum on energy transition was presented, confirming the progress of the cooperative relationship between the two countries.

This project, which our company is promoting, is the first energy transition program undertaken by a Japanese company in the Kyrgyz Republic and represents a significant milestone for both countries. The MOU for the project was concluded in December 2022, followed by the signing of a Letter of Intent (LOI) in November 2023. Although the preparation and negotiations took some time, our Executive Officer, Mr. Nobuaki Ninomiya, commented, “There have been few past examples of renewable energy projects promoted in the five Central Asian countries, and thanks to the tremendous efforts and support of both the Kyrgyz and Japanese governments, we have been able to conclude this BOO-type HPP investment agreement. The scale of this investment agreement is approximately 3.5 billion yen, and it is expected to contribute to the development of renewable energy infrastructure in the Kyrgyz Republic, particularly as a solution to power outages during severe winter periods. Our company will continue to develop renewable energy-related projects abroad in the future.”

*BOO (Build, Own, and Operate) type: A method in which the company constructs, owns, and operates the facility.

In addition, in response to a request from the Kyrgyz government, it was agreed to consider a solar power generation project in the Batken region and a related MOU was signed.
