Muroosystems Corporation (Head Office: Chuo-ku, Tokyo; President & CEO: Zhongxin Pan; hereinafter “Muroosystems”) announced that, during the period of the Japan–Central Asia “5+1” Leaders’ Summit, held for the first time in Tokyo, it concluded multiple Memoranda of Understanding (MoUs) and related agreements with governmental and national institutions from Central Asian countries.
These cooperation frameworks cover a broad range of fields, including the peaceful use of nuclear energy, nuclear safety, radioactive waste management, engineering consulting, Owners’ Engineer services, as well as renewable energy development and power supply projects.
The technical implementation and specialized support for these initiatives are provided by NUKEM Technologies Engineering Services GmbH (Head Office: Karlstein am Main, Germany; hereinafter “NUKEM”), a wholly owned subsidiary of Muroosystems.
At a document presentation session held in the presence of Prime Minister Sanae Takaichi of Japan, President Kassym-Jomart Tokayev of the Republic of Kazakhstan, President Sadyr Japarov of the Kyrgyz Republic, President Emomali Rahmon of the Republic of Tajikistan, President Serdar Berdimuhamedow of Turkmenistan, and President Shavkat Mirziyoyev of the Republic of Uzbekistan, our company’s representative took the stage.

Memorandum of Understanding establishing a cooperation framework for the peaceful use of nuclear energy and radioactive waste management
This MoU aims to promote the peaceful and safe use of nuclear energy in the Republic of Kazakhstan and covers technical cooperation focused on enhancing nuclear safety, advancing radioactive waste management technologies, developing human resources, and achieving alignment with international standards, including those of the International Atomic Energy Agency (IAEA).
From the position of independent international experts, Muroosystems and NUKEM will support the establishment of a reliable, long-term cooperative relationship in Kazakhstan’s nuclear sector through engineering consulting and Owner’s Engineering services.
Furthermore, on September 9, 2025, NUKEM Technologies Engineering Services GmbH formally signed a strategic partnership MoU with the Atomic Energy Agency of the Republic of Kazakhstan in Astana. The present cooperation builds upon the achievements and trust established through this prior engagement and represents a further expansion of the collaborative framework.

Memorandum of Understanding on cooperation in the peaceful use of nuclear energy
This MoU aims to enhance the safety and transparency of Uzbekistan’s national nuclear program. The cooperation focuses on nuclear safety, regulatory support, engineering consulting, and Owner’s Engineering services.
Muroosystems and NUKEM, acting as independent international experts, will support alignment with International Atomic Energy Agency (IAEA) standards and contribute to the sustainable and reliable development of Uzbekistan’s nuclear sector.
Cooperation on an SMR-Powered Data Center Project (New Item)

- Scope:
Cooperation on the development of a data center powered 100% by electricity generated from Small Modular Reactors (SMRs)
This project represents a globally pioneering initiative to operate a data center with an approximate power demand of 50 MW, supplied exclusively by electricity generated from SMRs. By integrating nuclear energy with digital infrastructure, the project enables the creation of stable and predictable electricity demand while maximizing the efficient utilization of nuclear power generation capacity.
The collaboration presents a new model for a sustainable digital society and positions SMRs as a practical, flexible, and reliable energy source for power-intensive digital facilities, setting an international benchmark for future applications.
In the presence of President Shavkat Mirziyoyev of the Republic of Uzbekistan and Japan’s Minister of Economy, Trade and Industry Akazawa, Mr. A. Akhmedkhodjaev, Director General of the Agency for Atomic Energy under the Cabinet of Ministers of the Republic of Uzbekistan (Uzatom), and our company’s representative signed a Memorandum of Understanding (MoU).
■ Kyrgyz Republic
Cooperation in the Energy Sector (Small Hydropower Project)

- National Power Grid Company of the Kyrgyz Republic
- Scope:
This cooperation is based on the investment agreement signed on August 30, 2024, and centers on a Memorandum of Understanding (MoU) outlining the roadmap for the construction of the Chon-Kemin River Small Hydropower Plant, as well as a Power Purchase Agreement (PPA) governing the supply of electricity generated by the facility.
The project aims to promote the deployment of renewable energy through small hydropower generation while strengthening the stability and resilience of the power supply and energy infrastructure in the Kyrgyz Republic. In particular, it is positioned as an important initiative to address power shortages during severe winter conditions and to support the country’s sustainable energy transition.
This project represents one of the pioneering cases of Japanese corporate involvement in the energy transition sector in the Kyrgyz Republic and contributes to the deepening of long-term bilateral cooperation between Japan and the Kyrgyz Republic in the field of energy.
