The parties will proceed with consultations focusing on:<\/p>\r\n<ul>\r\n  <li>Power supply requirements necessary for the distributed computing power center initiative<\/li>\r\n  <li>Phased power supply capacity<\/li>\r\n  <li>Related infrastructure development, including transmission and substation facilities<\/li>\r\n  <li>Modernization of energy infrastructure<\/li>\r\n  <li>Infrastructure enhancement using digital technologies<\/li>\r\n  <li>Possibilities for future formal contracts and individual projects<\/li>\r\n<\/ul>\r\n\r\n<h2>Significance and Framework for Power Supply Consultations<\/h2>\r\n<p>AI compute platforms, high\u2011performance computing (HPC), cloud infrastructure, blockchain validation nodes, and next\u2011generation compute platforms generally assume continuous operation, making the securing of stable, large\u2011capacity power a common and critical challenge.<\/p>\r\n\r\n<p>Muroo Systems recognizes the importance of considering power supply, cooling technologies, containerized compute platforms, and operational efficiency together for the distributed computing power center initiative. This non\u2011binding agreement establishes a consultation framework with the Turkmenistan government to secure the essential power supply foundation for realizing the initiative.<\/p>\r\n\r\n<p>Under future consultations, the parties will examine conditions such as phased power supply capacity, supply start timing, power source composition, grid connection, transmission and substation facilities, permits and approvals, environmental measures, financing, and technical design. The consultation framework includes a <strong>Pre\u2011PPA<\/strong> approach to organize basic power supply conditions and project development terms in preparation for a future formal <strong>Power Purchase Agreement (PPA)<\/strong>.<\/p>\r\n\r\n<h2>Technology Base<\/h2>\r\n<p>Muroo Systems is developing technologies for distributed computing power centers and next\u2011generation compute platforms. The company is advancing containerized compute platform technologies and has obtained a Japanese patent for a cooling system for containerized compute centers (<strong>Patent No. 7671564<\/strong>) and a related utility model registration (<strong>Registration No. 3255953<\/strong>).<\/p>\r\n\r\n<p>To address varying heat densities and operational requirements by use case, Muroo Systems is developing modular designs centered on containerized liquid\u2011cooling methods, and will continue developing and internationally deploying next\u2011generation compute platforms that emphasize <strong>energy efficiency, cooling efficiency, and installation flexibility<\/strong>.<\/p>\r\n\r\n<h2>Past Cooperation in Turkmenistan<\/h2>\r\n<p>Muroo Systems has advanced cooperation in computing infrastructure and energy in Turkmenistan in stages. This non\u2011binding agreement builds on existing cooperation frameworks and confirms the basic conditions for the power supply capacity and infrastructure development essential to the distributed computing power center initiative.<\/p>\r\n\r\n<ul>\r\n  <li><strong>15 April 2025<\/strong> \u2014 At the Japan\u2011Turkmenistan Business Meeting (Imperial Hotel Tokyo), Muroo Systems signed a Memorandum of Understanding (MoU) with the Turkmenistan Ministry of Energy on strategic cooperation in the energy sector.<\/li>\r\n  <li>Muroo Systems also signed an MoU with the Turkmenistan Ministry of Communications on establishing and developing distributed computing power centers, and continues consultations on cooperation possibilities in computing infrastructure.<\/li>\r\n<\/ul>\r\n\r\n<h2>Positioning within International Cooperation in Central Asia<\/h2>\r\n<p>This agreement is part of Muroo Systems\u2019 international cooperation efforts across Central Asia in computing infrastructure, energy, and nuclear technology. In September 2025, through its wholly owned subsidiary <strong>NUKEM Technologies Engineering Services GmbH<\/strong> (Karlsstein, Germany), the company signed an MoU on strategic partnership with the Kazakhstan Atomic Energy Agency in Astana.<\/p>\r\n\r\n<p>During the first Japan\u2011Central Asia \u201c5+1\u201d summit held in Tokyo in December 2025, Muroo Systems concluded multiple cooperation memoranda and related agreements with regional partners on projects including radioactive waste management, SMR\u2011derived power for data centers, and small hydropower development.
